Asia Subsea Cable Congestion

No internet-wide outage is in progress as of Thursday morning (12:00 UTC). The main story is regional: slower routes across Asia-Pacific after several subsea cable faults. Around the edges there is a handful of small, carrier-specific voice and SMS issues.

**Asia-Pacific: subsea cable congestion (ongoing)**

Cloudflare says that since September 21 at 02:20 UTC, "multiple subsea cable outages have caused congestion between Tokyo and Singapore datacenters." It has moved traffic onto other routes and is working with vendors to restore capacity. The incident has been marked "identified" since September 23. Several of its Asia-Pacific locations show as degraded ([Cloudflare status](cloudflarestatus.com)). Akamai reported the same problem on September 22: errors reaching origin servers in APAC, "likely due to upstream congestion related to unexpected maintenance on subsea cables." It is now monitoring. Separately, Akamai has upstream maintenance on routes linking Singapore, Hong Kong and Japan that runs until October 3, so some extra latency there may continue ([Akamai status](akamaistatus.com)). This comes on top of the Australia–Singapore Cable (ASC) break of September 4 in Indonesian waters, which Vocus is still routing around ([DCD](datacenterdynamics.com)).

Who is affected: users and services whose traffic crosses Asia-Pacific, especially Japan–Singapore paths. Expect higher latency and occasional timeouts, not a loss of connectivity.

**Smaller incidents**

**Zoom**: Zoom Phone and Zoom Contact Center inbound calls to Zoom India numbers are failing for some Airtel subscribers. Outbound calls work. Under investigation ([Zoom status](zoomstatus.com)).

**Twilio**: The usual mix of carrier-specific SMS and voice delivery problems, including MTS Belarus, Datora Brazil, MTN Cameroon, Telkomsel Indonesia, and Vodafone UK and Norway voice routes ([Twilio status](status.twilio.com)).

**Cloudflare One**: Some Cloudflare One Client users are being wrongly shown challenges on some sites. A fix is being rolled out.

**Everything else is normal**

AWS, Google Cloud, Azure, Azure DevOps, GitHub, OpenAI, Anthropic (Claude), Discord, Atlassian, Slack, Vercel, Heroku, DigitalOcean, Stripe, Cursor, Groq, ElevenLabs, Cohere and Stability AI all report no active incidents. Crowd-sourced trackers show no broad spikes, and IODA's country-level outage signals over the last 24 hours are limited to small local events.

**Recently resolved**

Facebook and Instagram had a short disruption for US users on Sunday night (September 20, US time). Meta did not comment on it and service returned quickly ([Tom's Guide](tomsguide.com)). WhatsApp was reportedly unaffected.

**Bottom line:** The internet is up. Expect slower routes across Asia-Pacific while cable capacity is restored.
